Plumbing and electrical need to be hired out, you will need to find someone for this.You can go on the website for your city and learn what you need to do as far as permitting and inspections or you can find a GC that you can hire to come in once or twice a week to coach you and take care of the city.

However, if the issues that came up were permitting or C of O, the towns are all very behind and it may be scheduling holding everything up or failing inspections.

Then you need to walk every unit, do a lease audit, and a detailed inspection of the property.

I was buying in all-cash (and there are still wholesalers selling reasonable deals with quick closing), but I'm also leery of buying anything without proper inspections anymore. 

The inspection should the back of the house which the seller added a screened porch on does not have gutters.

If you knew the roof may have needed work prior to the inspection it may be best to try to negotiate for part or half of the cost.

Get a through inspection, I had termite damage in the laundry room that was worse than expected and had to spend a couple thousand dollars to tear down a wall and build back from new.
