Depending on the state of the property of the interior, if the appraiser can mark it as "as is" and not "subject to" meaning that the property is habitable now and not subject to work being completed, then you can get a DSCR loan since it's an investment property.

From the lender standpoint, it should be no different from a house-hack, so long as the property is "habitable".

The answer is the law...the law that says a LL is obligated to provide habitable housing and give notice etc.
