I am new to tax surplus and I want to know how legal is it charge 30-35 % finder fee especially when the "state" puts a limit on unclaimed property of 10%. Is this legal?

If the deals have enough fat in them, then I think that this could be a solid strategy, and I would then manage the property for my friend going forward, so that he just receives passive income.
