Pay the water bill yourself, have tenants reimburse, do not have tenants pay directly for a public utility that can place a lien on the property.

It's tough to do a complete upgrade to an occupied unit so in this case you do the easier stuff like plumbing & lighting fixtures and appliances, window blinds, countertop resurfacing, pretty much everything but flooring and paint which can be too disruptive. 

2 bed 3 bath, 3 bed 2 bath3)  It is in blue collar area walk to light rail and being gentrified. 

If you sheetrock & insulate the ceiling and add appropriate recessed lighting, it adds a sense of completion that is currently lacking.
