Unless you have a very specific reason to allow from these problem countries - don't.I automatically block Russia and several other countries and ips as a matter of common practice.

I worked for a guy who bought up a ton of property off Henderson Ave for $60-90K in the 1990s-early 2000's and that block has tear-down homes going for over $200K now.

However sometimes the front yard is determined by the block face (least setback on the street), so if it is in an older neighborhood, you could probably bring the building up closer than the typical 25 feet if the code allows.
