This type of protection which in San Diego included protection for non-paying tenants and allowed tenants to break every lease term not related to health and safety. 

When I say "what it is", I mean insurance is a safety net for disasters that would otherwise tank your assets.

I don't worry much about the liability as I have a licensed pool fence contractor install the fencing with the appropriate safety features.

Then I’d ask for the fire door if it’s required, that’s a safety issue, and the amount of the quotes from the plumber and termite guy for repairs, not upgrades.

You will likely go over budget and need a safety net.  

There is safety in numbers.

For me, the key has always been to buy low to build a margin of safety in as much as possible for the unknowns.
