The state statutes, often found online, and the written lease, I hope you have one, that you took over at the property acquisition clearly spell out what you can do. 

Set a definitive termination date and notify him that if you do not receive confirmation by that date that you will report him to the real estate commission (or whatever authority you have in the state).

Owner occ   or commercialonce you do that there are on line exchanges  FCI is one.. they have all sorts of notes that are listed you can peruse..
