We have done that numerous times in kitchens.

However, my tenant is claiming they called CO Health Dept and was told (apparently) that the law requires this house be tested because it was built before 1981 and there was work done by other people on the house (in 2012).  

The taxation can/will vary based on numerous factors, including importantly, how long you have owned the properties.

I took the emotion out of it because they were an older couple and had some health issues that got them all kinds of sideways.
