So when I see a property that could be a potential deal I look it up on public record (using my MLS) to find the owner name. I then skip trace their information etc. 
I have been running into an issue where...

Yes, you could go to small claims court... fight it all... hire a lawyer... blah blah blah... but that will cost you more than a $1,000 and would be to help your ego and not based on a financially wise decision. 

With all the different real-estate strategies out there, it appears to me that it's not a good time to start with rental properties.

As a Maryland realtor we have a Maryland residential lease which is pretty decent and holds up well in court.

Yard was somewhat leveled back out, some seed and straw put down, chunks of sidewalk placed back and that appears to be all they are doing. 

That said, this appears to be a legit problem.

Eviction day in court is Wednesday.

I've seen what "appear to be" good deals and bad deals all over MSP, but that's just from my point of view and I think both Dans are right on asking about your goals.
