Mike Kalob Tax Collector doesn't want me to Purchase Subsequent Lien?

I just purchased a water lien at a tax sale.4 months later, I confirmed water bills are STILL unpaid by the homeowner, and I have confirmed the $$ amount owned, but I have tried unsuccessfully to pay this water lien AND ADD it to my current Tax Certificate (recorded from the county).Whenever I speak to the Tax Collector, she says yes I can pay it, but when I tell her I want to pay it ONLY to add the balance to my outstanding Tax Certificate balance owed so I can collect 18% on the new amount paid, she looks at me like I have two heads.My assumption was it was possible to add new outstanding liens to my previous Tax Sale purchase.

We gave him till the end of the month, when I collected the keys he claims he doesn't have a forwarding address, and said I had to call to turn off the utilities-that's when I find out most were turned off due to non- payment.The big kicker, the next door neighbor is his brother AND boss.I'm so upset, we thought we had a good tenant and then we had to deal with so much BS, has anybody else had an experience like that?

The seller is acting like I'm an idiot for thinking that the amount of deposit written in the lease is the actual amount collected.

In addition the property manager does not collect 10% from the Section 8 subsidized income portion of the rent as "she does not do work associated with collecting the Section 8 portion of the rent."
