That is really the only things that change around and effect the cost of the insurance.Property/auto insurance rates are very cyclical. meaning that this year Allstate may be the most cost effective for your property in your zip code, but next year it is going to be liberty mutual, in 3 years it is going to be nationwide and in 5-7 years all state is going to be the cheapest again.

So even if you pick a state with stronger protections like WY or NV, the cause of action arose in the state where the tenant fell, so likely that the court where the accident happened would have jurisdiction.
