That is going to support a ton of small business, retail, and restaurant/bars. (2k new units equal ~3k more people, average restaurant/bar can serve 200 people at a time if that)  These neighborhoods right outside of that area will first turn into the places young hourly wage workers turn to live close to work at reasonable rents and short commutes.

My job allows full remote work now and I'm thinking now is a good time to move to a LCOL area, where family is etc.I own a townhouse and I'm considering whether to sell during the move out of state or to hold onto the property and rent it out with the support of a property management company. 

Otherwise, potentially sell it and look to reinvest it in other opportunities that would better support your passive income goals.
