I have a 4 plex (two duplexes on one lot) în unincorporated Contra Costa County that cashflows well.  

This means the 50% rule fails now (50% + 60% = 110% --- 10% more in costs than rent), and other cost estimate methodologies seem to yield negative net cash flow.Am I thinking about this correctly?

So if I had an all in of $100k on a project, I would bring $15k of that and they take care of the rest.
