Is the tax and penalty that will be due based on the ORIGINAL amount of the loan, or only the OUTSTANDING balance of the loan at the time I leave?

After speaking with a few local agents/builders, I'm not sure of the 'quality' of information.  

., I plan to do just that to double check - I was just reading a book about contracting and the author mentioned how there are definitely varying levels of quality and honesty among contractors (like any profession I suppose).Have it cleaned out with a 4” bit then camera.

But given the terms (and more leg work will yield additional options) I might have to look at what a higher dollar home might get me and go for higher quality over quantity.

It's a 'quality of life' decision as well.
