Home Depot is amazing for a flipper because with the gas rewards you can get gas for 1 cent a gallon!

I have seen multiple landlords in my area (State: PA) list rentals where the landlord is requiring tenants to pay some utilities or a portion of (pay gas, electric, no water).

He cleared the land and put up a septic tank down, and set up electric, gas, and water to this land.My dad died in 2008 and I took over payments with only 5 years left on the loan from an individual. 

Nick,An easy solution would be to give the tenant a discount on the rent to compensate for an increase in his gas bill....Just take a look at the average bill for his gas bill and compare it to the others although this may not be the best comparison it is a way to get an idea and range...Another solution I see here is to add a 5th gas meter (assuming you don't currently have a 5th) and 5th water heater dedicated to washer, for the owner.But your situation begs the question to be asked is there a dryer?

In the South  Heat pumps rule except where the home is on natural gas, then electric freon Air and gas heat might be better.  

If you have gas in your unit?  

You could bug bomb the place (but all the gas has to be off in the apartment and depending on the building perhaps in the basement...hot water heater, etc).  

It does not have wires (owner started rewiring but never finished), no electrical panels, plumbing damages, oil tank leak (potential soil contamination), and leak in gas pipe, AC has problem as well.
