Unfortunately what happens is as an agent with professional experience, you have to now interact with other agents that just don't know how to be professional in different situations.

Again, the BiggerPockets store has some books for this or you can learn by watching podcasts, reading blogs, and interacting on the forum.

A lot of these leads go ghost after one or two interactions, if they respond at all.When this happens what is the general response I should have?

You can come across a little abrasive and potentially waste everybody's time if you actually put offers like this in writing without a verbal chat first.But if the agents talk and agree that it makes sense to write it up, you should write it up.

The appropriate step is to find a local lender, setup an appointment, then go chat with them about your goals. 

The city also has a interactive zoning map, which helps identify if a property is able to get approved for a permit based on density limits.
