This is a very divisive topic; any group taking that approach will be lambasted in the media.Similarly, if the "Horrible, Unconstitutional Toledo Lead Ordinance" is making you angry because you will have to spend money to address peeling paint, I don't have a lot of sympathy for deferred maintenance.

What's the value of the property and the loan amount proposed (assuming this is a purchase)...if that's 7% on an amortized basis, it's not horrible, but if your credit is solid, then there are possibly better options, depending on certain deal factors and you may be able to get a lower rate than what's being put in front of you.
