You obviously have a ton of experience and I won't begin to questions your expertise but this particular property is substantially cash flow negative at 80% of the seller's ask.

What expertise will you need to acquire or hire out? 

There are plenty of people on here who have time, deals, and expertise, but not enough money to do it themselves.
