I appreciate the feedback and details.Luckily, my messages to him regarding the start of foreclosure got him to act and obtain an HOI policy without matter escalating any more.This was a breakdown/oversight on my part.

All these STr regulation is actually protecting the owners of STR because the supply is limited.Tax was also not that big deal.If we purchase STr in Tahoe , every county has very different rules and the permit has limit while in Hawaii as long as it is in resort zone, we will get the permit.Also another good thing if we buy at the correct spot the appreciation is so good this is actually the best performing market after CA.

Appreciate the advice . 

Do not try to buy for appreciation or a great neighborhood.

People use it because the higher LTVs allow them to raise less money (which newer syndicators and “portfolio builders” need), and project higher returns (which attracts capital from investors who might not fully appreciate the risks).
