Usually replacement is the best option if a little weather stripping from from Home Depot doesn't do the trick.

@Ryan Thomson @Shai Flax   The trick here in DFW is that there are virtually no basements. 

Besides, people who want to be deceitful can easily just make up investments on their page or find other alternative tricks to game whatever algorithm is established.

As far as FCF, there are tons of good books out there for tips and tricks, including some BP books, and they basically come down to increasing rents, reducing expenses (especially utilities, possibly with RUBS), and reducing vacancy.
