And, usually tenants are without financial means to fight in court so I have no issue with tenants unions and organizations helping tenants, Also, being ignorant of the law is no defense - and I know all too well that sometimes the older generation wants to do things their won way which can be costly for them sadly.

This tenant has shown they have no problem cheating the organization that is providing her either free or discounting housing and is lying to them to receive government aid she may not be entitled to.

I don’t want it to end up being a mix matched un-organized deal with employees jumping around not knowing there roles.Any ideas on how I should structure the different roles, organizational charts, management etc. ???

Get a website, make it credible, work on SEO, be smart, as you work on ranking organically, do Facebook ads and PPC...There is no magic or secret to it.It is literally THAT simple!
