Sarah, in Orange County, certified mail is not legal service, 1st class mail is but with a 5 day delay for delivery. 

So do you really expect someone to do a bunch of running around and do all of the scouting and leg work for you, on a 1% chance that you actually buy something from them? 

Temecula sells itself for rentals because the schools are all top rated so families are always moving in from San Diego and Orange Counties.
