You can try shopping around with different lenders and see if you find one that doesn't require it, but those that do require it are unlikely to flex (and most do over certain property and/or loan sizes).

In my typical reverse order fashion, I searched the forums after posting my questions and found that same info in some other forums as well. 

If you don't know what you're doing and you're just finding any ole house and shopping it to wholesale doesn't mean that its a deal.

Unfortunately, most agents approach their work in the same fashion - they go about it not using their brain.
