To me it seems like a LONG term outlook for better gains, but how do I better evaluate that and an I looking to deep into it?

@Allen Scoging ok if this is in SoCal this is probably pretty deep into the LA metro and nope, lots of people spend lots of money and do very little to zero math on these things.

Cities and counties have to try to staff up again.. then of course what do cities and counties do when there is nothing to work on.. they do deep dives into their code and of course they don't make it more developer friendly they go the opposite way :).. 

I have a solid team with deep experience, and a conservative model that shows ample coverage and strong returns profile.I'm looking to take on acquisition/construction financing without recourse.
