tenant violating all health regulations in GA

This will sound like a bad movie but I have a tenant who is living in one side of my duplex. They have no water, gas or power. I know they can not turn water on because their account is flagged for fraud by water company. I am guessing similar story for gas and power. They have no trash service so they accumulate it in their back deck and they have not bothered to clean their fridge so food is rotting for weeks now (no power means no cold fridge) It is stinking in the house, you can imagine the toilets without water. They havent paid rent in months but that's not even my concern at this time. I filed for eviction in November for health violation but courts are not scheduling hearings until further notice.

I called a few eviction attorneys and only one responded saying I don't have a case. I think courts will be closed for a long time and I feel like there will be no house left at the end. 

Can anyone share their thoughts on what I can do? Thanks

You shouldn’t need the courts, or a lawyer for a health violation. Call the health department. Tell them how your health is being effected by this. Ask for a health and safety inspection.
