The most I have done for a new tenant was leave some extra cleaning supplies which was left over from the cleaning prior to the new tenant move in, not sure about the flowers (which could be taken the wrong way).

I've cleaned up HOAs as an outsider, changing the board to get rid of control freaks, give some people power and they think they own the place.

I do my best to flip homes in bad areas trying to clean them up.  

I also have a small carpet cleaning business with my father!

Maybe in your listing clean it up a little break it up into bullet points making it easier to skim through noone wants to read one big paragraph.  

If it stinks I would tell her that you are going to need her to do a better job about getting litter boxes out/cleaned faster.

I know, you want to flip, but a good backup plan can save a lot of stress and there are many investors around that like nice clean properties that already have tenants.

If there is a way to get into doing them without spending $12K for clean contracts, that would be a bonus.
