Every once in awhile I deal with someone who brings the hair up on the back of your neck, usually they are in cuffs and escorted by jailors.Everyone can find where I live, my name and address are in the phone book.

I believe it's similar to the fact that it's not illegal to Pay an unlicensed contractor, hair dresser, automobile broker, attorney, etc. but is certainly illegal for the person receiving payment.
