Tax appraisals are a very general indicator and normally should not be trusted for determining value.Recently sold (less than 6 months and sometimes 3 months depending on the market) comparable houses (similar square footage, bedrooms, bathrooms, curb appeal, and amenities) located in the same general area (normally within a mile or less) are the best way to determine an ARV.
