The law was changed recently that states that if you are a landlord and live off island you have to have an "agent" to look after the property and be responsible for day to day activity and be there for emergencies.  

You should be able to recoup the costs through your own market activity (plus some), you'll gain plenty of useful knowledge you didn't know you needed to know and as a mechanical engineer I'm certain you can handle the 60 hours of coursework and exam.

If you're going to accuse someone of illegal activity, it's not unreasonable that you provide even a modicum of support for it.You're telling me to do my own research.
