I have never been to the market but I usually target areas with high forecasted growth and high forecasted median incomes. 18503 and 18510 would be my target zip codes if I were to invest in Scranton.

ive been using a website REPIT.ORG where you can input a zip code into the search bar and find 20 years of appreciation data and price to rent ratios along with some section 8 data... im using this to find an area where i would like to invest.

@Kyle Swengel - as with any city, there are definitely pockets of the city that change block by block;  35810, 35816, and 35805 are like this.  35805 probably has everything from A to D class (majority is C class), because some of the zip is undergoing a massive change in neighborhood dynamics.

If they are a GREAT agent, they'll even drive by a couple properties and scope out the neighborhood and send you some videos to review so you don't have to make the drive out for every single property.You can find diamonds in the zip codes mentioned above, as it's really street-by-street not zip code by zip code.
