I think there are better long-term options but my sense is it's an easy(ier) place to start than many.I have properties in Carnegie, Coraopolis, and have done flips in Washington County (just south of Pittsburgh).

Prepare the sub floor, float low spots, sand down high spots, take your time with the install, verify edges aren't damaged, maintain a clean working area, inspect and clean the channels before installing each plank, ensure a complete lock and verify seams are running square/even.

A zoning variance can get you more units or square footage but they take an extra 3-4 months at best and cost a few thousand and they're not guaranteed.
