Single-wide manufactured - who loans?

Single wide, manufactured home built in 1996 on an engineer certified permanent foundation. Home has a three-bedroom two-bath with 1200 square feet. It sits on two acres of land.

My client is a veteran. None of the lenders will loan on it even though the VA manual says that it will qualify for a VA loan. Does anyone know of a national lender that would loan on this type of property? I am located in Wyoming.
