If they are motivated to sell, set up an appointment, understand their situation and craft an offer that works for both of you, which can be owner financing.

I agree with @Brian Jordan,The feelings of the neighbor would be my primary motivator.

Since there is no mortgage, and sellers moving out of state and motivated. 

The market is so hot right now it makes it really fun whenever you can find a motivated seller.

Fast forward a few weeks, I find out the broker is not really that motivated and is showing it maybe an hour a week at the worst times.
