There is a lot to think about, and after speaking with the owner and manager below him they understand it's a big leap.

Almost all serious buyers will view the property in person or at the minimum a video walk through from their agent and will see the street.

I don't really have any numbers to share, but say you spend $15K per lot to develop roads/utilities and $30K to bring homes, then your return on cash could be below 10%.
