One update to my original post is that I did a walk around the neighborhood this morning, and almost every apartment does have either some sort of blinds or those rolling shutters someone mentioned.

@Kash Jawed All units are said to be rented out currently and they are actually a bit under market rents, property doesn't really need anything more than updates which I figured could be done as leases need to be renewed or people left.

You should be looking at newer homes or updated ones to compare.

I searched through the MLS each time my agent sent my updated listings.
