You would essentially be paying for the privilege of using no or low money up front with the hard money lender in order to refinance into a conventional 30 year mortgage in the near future. 

Currently the outstanding loan amount is $34,000 under the tax assessment so I can use the equity in future property investing.Yesterday an individual from a respected property group in the area stated the house would rent for $1,300 a month (which matches my research).

With 20% down you should absolutely be able to find a 30 year fixed rate....although, I don't know your financial/credit situation...but getting a 30 year fixed rate, especially early on, will help you qualify for more deals in the future. 

I built a spreadsheet that calculates payments (excel PMT function) for a range of interest rates and terms and then a second spreadsheet to calculate the balloon after 10 years (excel FV - future value) function. 

I send the sellers letters to fish for future deals and I send the buyers letters to help build my buyers list.Of course those wholesalers that are assigning their deals won't show up in public record.
