It is all legal... it has a special use permit and was on the lot before the area was zoned r4.

@Rob Forest It does not require any special skills any decent handyman can handle it especially if they have done it before and many will have.

I would prioritize finding an accountant who specializes in real estate taxation over one that is local.There are 20+ accountants on this message board who specialize in real estate taxation.

He was also able to refer me to a lender who specialized in FHA loans.

@Juliet Hawthorn I recommend that you speak with/hire a tax accountant that specializes in real estate taxation.
