As a good neighbor, I allowed her to bring in a plumber and take a look in my unit and also recommended they take a look at the unit above mine (its a 3 storied building - basement , ground and 1 up).

I had my own plumber take a look at the main water shut off, there is no tag nor lock from the city claiming they are the ones that shut the water off, this leads me to believe the owner's had someone shut it off themselves. 

My reputation means more to me than trying to wholesale a deal with not much room for profit.

If you want the color to turn out in the proper shade, go to a reputable place and spend the extra money (somewhere like Sherwin Williams).

The CG is now requesting I pay the $700 for their fee for submitting permits and to pay back the Plumber who also filed a permit.There is no signed contract between us, but the contractors did submit the permits.Do I pay this or not?
