Not because one controls the other, but because of humans being human and forcing a correlation between the two because thats what happened in '08.

You need to check if there are any restriction based on the length of occupancy and rent control.

Personally, I couldn't care less about the tattoos, but if there kids are running everywhere, it shows lack of control/respect.
