If you have the Certificate of Occupancy (or equivalent) which states what your local building department has it classified for, then it should be clear what the attic/top floor can be used for bedrooms.

A contractor would pay for their own property manager certification and ongoing fees to maintain license (most every state requires non-owner property managers to be licensed.)

There are ways to get an exemption certificate but you should realize that 10% of the sale price of any house you sell will be held in escrow by the buyer until (if) you get your waiver.

I submitted the forms to apply for the exemption as soon as I had a signed contract with a buyer and only got my exemption certificate some 6 months later.
