@David Oldenburg  to add to what @Dennis Lanni   Dennis mentioned  Simply have your client make an appointment with a good civil that has land planning and surveying in their office and ask for a bid to get the job done.As you will have to hire these folks anyways.. they will within 30 minutes or so be able to tell your client basic costs and time frame.2k and a few months is not going to happen, When I worked in Sac county 20 years ago lot splits were much longer even then and I can't see it happening any quicker today.It should be an over the counter decision from the planning department IE no public hearings etc..

We faxed the stuff, from a public fax, on 3 different occassions, mailed it back to them using their supplied fed-ex envolpe twice, and then faxed it to them again, this time we faxed it from a local bank of america branch.

SECUR  self storage was founded around 2007 was one of the early entrants intothe self storage business in Germany and they built and converted buildings into self storage  to the best of my research they paid around 11 to 12 hundred eurosper Sq. meter to enter the business and last year sold to public storage for about 2500 euros per Sq. meter or a total of 66 million Euros Not bad especiallywhen you take into consideration that they entered during the worst recession in recent history
