Budget cuts have been hitting Sec 8 for years, allocations are of course based on budgets, this area has not had any new voucher authorizations for years, as others come into the area they bring their voucher with them and is then adjusted to local markets, you also lose those moving away.As pointed out by our new member, welcome BTW, there can be differences in operational administration, not to financial limitations or authorizations.

What you need is data on what rates/costs/terms you can get on DSCR and then base your decision on real figures.  

I have plans for land I want to purchase to build self-sustaining animal sanctuaries with vet services, growing food for them.Also more land to build self-sustaining low income/homeless developments, with career assistance, training, garden including growing vegetables to get them on their feet and possibly into home ownership when they move on if they wish it and they can also pay it forward.

I am considering buying land and learning ground up construction, so just wondering how much progress you have made (if you decided to subdivide and also if you did a tear down and rebuild or just renovate) 

You earn appreciation based on the market value of the property, not your equity.

I've heard from others that the tenant base might be a little challenging so that's a no for me.

I don't "freak out" over opinions but I do base them on verifiable facts, not a story I heard or a guy told me.

Based on suggestions in the forum we googled local community banks in south florida and both that we spoke to seemed very open to the idea of buying in a personal name and then quit claiming the property into an LLC.  

The best way to market land comes down to the type of land we're talking about and where it's located.
