Why in the world would you pay 1/3 up front? 

I'd like to know what I'm getting for my money.First, I tend to look for listings on a computer and focus on the map, not the search results alongside the map.

Is it the seller or the buyer that pays for the title insurance? 

Currently an investor must own all of the outstanding tax liens since the first auction, and it must be four years since the first auction, before it can foreclose the liens to obtain the property.
