I like Indy because the cost of entry is pretty low with a strong rental market, and I'm working with partners I feel I can trust and have shown to do good work, and I like Jax because of all the job growth and infrastructure improvements, and again because I have partners on the ground I'm comfortable working with.

That alone could make a difference, because if that deadline was missed, you may have grounds for claiming ALL of your security deposit back, or at least open the opportunity for negotiating some of it back.

My second thought is to try and get in touch with someone on the ground there who really knows the area well, like perhaps an agent who focuses on that particular neighborhood, or maybe even another investor who is local there and can offer some advise.

It may be they don't dig  after  a certain point if the ground is frozen but if you push for an existing house where they shut off service.
