I'm trying to rent my 2nd floor in my owner/occupy, but I'm running into some resistance on my heat utilities as I have oil heat/hot water.Currently I am including water/sewage but tenant would pay electric/heat/hot water.

Typical upfront fees would consist of Appraisal or BPO fee (3rd party charge) and maybe a document  deposit, after final approval is issued, to ensure that in the event of a last minute cancellation by borrower, legal fees are paid. 

As this ripples though, it's impossible to imagine the Federal tax rebates won't diminish.Also, none of the utility companies are complaining about this.

They never have to deal with entitled high-maintenance tenants who've only ever lived with mom and dad; tracking down late rent from the same person over and over; crossing town for showings only for the person to flake; going through the work of calling all references for multiple co-tenants only for the accepted applicants to back out 30 minutes before your holding deposit meeting--after you've crossed town to meet them and gone to Kinko's to print all the documents; tenants who give you stink eye while you're in their apartment to fix a light switch (only 2 hours after they called to report needing a repair even though you live across town), etc. etc. etc.  

As of right now, two of the units (a duplex) have utilities covered in their rent.

Now I’ve been sitting in the property waiting to sell it, and paying holding fees to my mortgage company and utilities, etc.

NEVER give anyone the keys until you have all move in fees, money due you in your hands and utilities (if they are to pay them) placed in their names.24.
