A 4 plex is treated the same as a sfh as far in terms of financing as I know.I'm not as sure how the appraisal process works but assuming it appraises out where you need it to, then I don't think you're going to have any issue getting this plan to work.You may have to shop around a little to find the banks that will refi based on appraisal after 6 mos instead of a year.

You should cluster your purchases in a very small area that exhibits traits of defensible space (such as well lit houses w/ good viewpoints of the street, close proximity to busy shops, etc), maybe a couple of streets or a small neighborhod, and also rehab them in a way that will increase these traits (add lights, add white picket fence or hedge to separate public from private, fix sidewalks), and hopefully in the end you will have a group of homeowners who feel safe and care about what happens to their street.

I'm assuming they are shopping your info to other companies/banks/lenders that will issue the actual LOC (i.e Line of credit).so if you are approved by a 3rd party for let's say 100k , you owe Synergistic Investments 8% of that = 8k, which they say can be paid out of the LOC.So if that situation is good for you, have at it.This is just my opinion of how they work.

The HVAC won't be the same when you put up interior walls, by the time you run new ducts your existing units could be much larger than required or less than is required, depends on the layout, not just the volume.I think too, that you need to better research other commercial uses, IMO, I doubt the town is ready for the artsie uppity center of town coffee shop types, just doesn't fit in my mind.
