I have been working with an engineer for a few months to subdivide the property but the process is being very slow.

I am looking for a structural engineer in the Raleigh, NC area that can come out within the next week to give a report of what it needs to be fixed before due diligence period ends. 

I've had some contractors tell me that I need to bring in an architect to draw up plans and an engineer to make sure its viable then get a couple permits, etc.

He quit his job as a general motors engineer with just three rentals.  

I'm planning on using contractors on this one, but not sure what can be done with no permits vs EZ permits vs some other building permits and where and when I might need engineers and inspectors to review plans and ensure that work is being done to the permit standards.
