I deliver HVAC equipment to new housing developments all over Northern California.

All they have to do is put it in the mail or hand deliver it to you, and they must do it on or before the day rent is due.

This time it's still an "ad value", however, the new element is this commercial unit attached, and two of the 4 apartments will be delivered vacant.

Is it required to hand deliver this notice to tenant in Oklahoma?

I agree with @David Cheung, if you deliver a quality product at a fair price you should be just fine. 

Hi,I see that when banks sell Vacant properties - they pay off all liens and encumbrances and deliver a clean title, that can be insured.But when they sell Occupied properties - it seems the Liens and everything pass on to the new buyer.is this correct?

Just keep your options open  and make sure you fully understand the asset class's and at which price points deliver the best balance of security of the asset and return...

Give the notice and make sure you have a way of proving notice was delivered.
