@Ted Klein I have spent hundreds of hours attempting to estimate repair costs based on certain independent variables, such as the age of the home, size, number of bedrooms and bathrooms, etc., for SFR. 

They have helped me expedite garnishments that I may not have attempted without advice.

You can post all your requirements in your ads, repeat these on the phone when the call, repeat them AGAIN during the walk through...and there will still be a certain number who may waste your time attempting to rent from you.Unfortunately, this is the cost of doing business as a landlord.  

A "CYA" - cover your assets, if you will.Personally, I'd take the equity from the refi and attempt to locate a nice multi-unit (4) to utilize for house-hacking, that meets your location needs.

I'm still not sure it's illegal, because don't you have equitable interest in the property if you're attempting to wholesale it?
