Tenants pay electric, owner pays sewer, water, and garbage (3,800/year).

So if you already have a buyer ready, you'll generally never have a problem.and I 100% agree with @Jay Hinrichs, just adding the above statements to the rest of the comments.Thanks for the tip I was given another that says it’s water to get the home and buyers are attracted but I think this method is easier!

Water heater?

We added septic, water, and electricity to two lots that had mobile homes on the lots.

In Marble falls there are lakes and rivers and being near water will increase the value of the land. 

Electricity, gas, water, sewage, trash, HOA fees and wi-fi should be included in the rent of the tenant.

Our primary residence is purely just our residence with no investment or rental portion. 

The biggest things you want to look at in the inspection report are the roof, foundation, and moving pieces (hot water heater, HVAC, plumbing system, and appliances.
